Controller Margaret Campbell ses out pails to catch water leaking through roof of her office in Toronto's 3-year-old City Hall, the city's $31 million municipal showcase, Controller Fred Beavis, who is a roofing cortractor, has told Board of Control that the leaks are a dammed disgrace, and has demanded action.
